Lakehurst Municipal Court – What To Know

Reviewed by William A. Proetta, Esq. · Updated

Lakehurst Municipal Court has no courtroom inside the borough: Lakehurst cases are called on the first and third Wednesdays of each month at 9:30 a.m. in the Manchester Municipal Building, 1 Colonial Drive, Manchester, NJ 08759. Judge Daniel F. Sahin hears the borough’s traffic summonses, DWI complaints, disorderly persons offenses and Lakehurst ordinance violations there, and the court office that handles Lakehurst paperwork is in the same building. Lakehurst is a small borough of 2,636 residents, completely encircled by Manchester Township, and its cases are heard in the township that surrounds it. Questions about a Lakehurst ticket or complaint can go to (848) 238-2100 at any hour, weekends included; también atendemos en español.

Lakehurst Criminal Defense Lawyer

Charges in Lakehurst might come from a traffic stop on Route 70 or County Route 547, an incident near the Lakehurst Maxfield Field section of Joint Base McGuire-Dix-Lakehurst, or a dispute at a home in the borough. Small borough or not, a conviction here carries real weight: as long as six months of jail time on a disorderly persons conviction, and for DWI, an interlock device or loss of driving privileges plus fines and surcharges. Lakehurst defendants are a regular part of our Ocean County criminal defense practice, and we know how the Colonial Drive calendar runs.

Why Lakehurst Clients Call Us

  • Court is in another town. Lakehurst defendants appear in Manchester’s building, not at Borough Hall on Union Avenue. We make sure you know where to go, or whether you need to go anywhere at all.
  • DWI filings nearly doubled. The NJ Judiciary’s statistics count 39 Lakehurst DWI filings in July 2025–June 2026, up from 21 the year before.
  • A heavy load for a tiny borough. Lakehurst logged 2,573 filings in that court year, almost one for every resident counted in the 2020 census.
  • Alternating formats. Some Lakehurst sessions meet in the courtroom and others are virtual first-appearance calendars, so the setting can change from one date to the next.

Why Lakehurst Cases Are Heard In Manchester

Lakehurst’s court office is in Manchester Township Hall, and the borough’s cases are heard in the combined Manchester/Lakehurst court. One courtroom on Colonial Drive handles Lakehurst, Manchester and Plumsted, with Tracy Barcus serving as court administrator for all three.

What stays separate is the Lakehurst case itself. A summons written by Lakehurst police remains a Lakehurst matter, prosecuted by Lakehurst’s municipal prosecutor, Gregory McGuckin. Defendants who qualify for appointed counsel are assigned Debra Rumpf, the Lakehurst public defender. Judge Sahin presides over both the Lakehurst and Manchester calendars.

Lakehurst Borough Hall is at 5 Union Avenue, but court is not held there. Do not go to Borough Hall for a hearing or to pay a ticket.

Lakehurst Court Office Hours

The court office that handles Lakehurst matters is open Monday through Friday, 9:00 a.m. to 4:00 p.m., at 1 Colonial Drive in Manchester. The phone number is 732-657-8121, extension 3400. Calling before a visit saves a wasted trip, since a clerk can tell you whether your matter needs an appearance at all. For hearings, the date and time on your court notice govern.

Source: New Jersey Judiciary, Municipal Court Statistics, July 2025–June 2026, PDF page 431. Figures above combine the report’s criminal columns (indictable, disorderly/petty disorderly and 345 other criminal complaints), DWI and moving violations, and leave out 73 parking tickets. Including parking, the court recorded 2,573 total filings. Figures are reported by court, not by arresting agency or the defendant’s town of residence. A clearance rate above 100% means more cases were resolved than newly filed during the period; it is not a conviction rate. These figures are a reporting-period snapshot, not live court data.

What Lakehurst’s Court Numbers Mean

For a borough this size, the Lakehurst docket is busy. The state judiciary’s figures for the year ending June 30, 2026 list 2,573 filings, about 6.4% more than the 2,418 recorded a year earlier. Roughly 64% of them, 1,652 filings, were moving violations. Criminal filings reached 809, a group that includes 119 indictable complaints first entered in Lakehurst. DWI filings jumped to 39 from 21, an increase of about 86%, though counts this small can swing sharply from one year to the next.

On the other side of the ledger, 2,363 Lakehurst matters were resolved, a 92% clearance rate, meaning the court closed fewer cases than it received and its open docket grew. When the year closed, 369 cases sat in backlog and 499 were pending. All of this measures volume and pace in the Lakehurst calendar; it is not a prediction for any one defendant.

Key Information to Check

1

Court and Court Code

This identifies the municipality and court associated with the summons. For a case arising in Lakehurst, look carefully at the court information printed on your paperwork.

2

Summons or Complaint Number

This number identifies the individual summons or complaint. It may be needed when communicating with the municipal court or reviewing court records.

3

Complainant or Issuing Officer

The summons may identify the police officer or other complainant who issued or signed the charge, along with the involved police agency.

4

Date, Time and Location

5

Court Date and Time

6

Where to Appear

Review the court location and appearance instructions carefully. Some proceedings may be conducted in person while others may be scheduled remotely.

Important: Your actual summons and any later notice from Lakehurst Municipal Court control your appearance date, time, location and whether the proceeding is scheduled in person or remotely. If a later court notice differs from the information originally printed on the summons, follow the current court notice or confirm the information directly with the court.

Appearing On Zoom Or In Person For A Lakehurst Case

Lakehurst calendars run both ways. Some Lakehurst sessions are in-person calendars and others are virtual first-appearance calendars, and the mix shifts from month to month. A first appearance is where the judge explains the charge and your rights, asks whether you have a lawyer, and handles requests for a public defender.

For the Zoom calendars, the court publishes a fresh link and dial-in number for each session. Some practical points from the court’s posted guidance:

  • Pick a private, quiet room and sign on under the name on your summons, first and last.
  • Join half an hour early so a sound or camera problem can be fixed before the judge takes the bench.
  • On a phone connection, *6 unmutes you and *9 signals that you want to speak.
  • Arriving after the start means watching the recorded opening statement before your case is reached.
  • Do not record the hearing. Court rules forbid it.

In-person Lakehurst sessions take place in the courtroom at 1 Colonial Drive in Manchester.

What Cases Does Lakehurst Municipal Court Handle?

Everything below the level of an indictable crime that arises in Lakehurst comes to this court, including motor vehicle cases, drunk driving, petty disorderly and disorderly persons offenses, and borough ordinance complaints. Examples include:

Criminal And Disorderly Persons Offenses

  • N.J.S.A. 2C:25-19 — charges with a domestic violence link, such as an assault or harassment complaint involving a partner or household member
  • N.J.S.A. 2C:12-1(a) — a simple assault accusation following a fight
  • N.J.S.A. 2C:29-1 — obstructing police in the performance of their duties
  • N.J.S.A. 2C:36-2 — possessing drug paraphernalia such as pipes or scales
  • N.J.S.A. 2C:18-3 — entering or remaining where you are not licensed to be (defiant trespass)
  • N.J.S.A. 2C:20-11 — a shoplifting complaint involving merchandise of lower value

DWI And Traffic Offenses

  • N.J.S.A. 39:4-50 — Lakehurst DWI charges based on alcohol or drugs
  • N.J.S.A. 39:4-50.4a — refusing to submit breath samples after an arrest (refusal)
  • N.J.S.A. 39:3-40 — driving during a license suspension
  • N.J.S.A. 39:4-81 — failing to obey a traffic signal or sign
  • N.J.S.A. 39:4-88(b) — failure to maintain a lane
  • N.J.S.A. 39:3-29 — not producing a license, registration or insurance card

Route 70 is Lakehurst’s main highway, and County Route 547 enters the borough from the north, so both roads are likely sources of Lakehurst traffic summonses.

Paying Or Contesting A Lakehurst Ticket

Lakehurst tickets can be paid three ways: by mail, in person at the court office in Manchester Township Hall, or online through NJMCdirect. The window accepts Visa, MasterCard, cash, checks and money orders. A mail-in plea means completing and signing the appearance, plea and waiver portion printed on the reverse of the summons, then sending it with the penalty to the court at 1 Colonial Drive, Manchester, NJ 08759-3898.

Paying a Lakehurst ticket is the same as pleading guilty to it, and the result goes on your driving record. A charge that could add points, suspend your license or leave a criminal record deserves a lawyer’s review first. If you cannot afford one, ask the court about the municipal public defender; eligibility depends on your finances.

Preparing For Your Lakehurst Court Date

  • Drive to Manchester, not Union Avenue. For an in-person date, the address is 1 Colonial Drive.
  • Look for “Lakehurst” on the notice. Several towns share the building and phone line, so confirm the notice names Lakehurst, and give your summons number whenever you contact the office.
  • Plan around the 9:30 start. Lakehurst calendars begin at 9:30 a.m., whether on Zoom or in the courtroom.
  • Listen for weather closings. Manchester announces canceled sessions and late Violations Bureau openings on WOBM, 92.7 FM.
  • Bring proof. Paperwork such as a valid insurance card, a cleared suspension notice or repair receipts can change how a ticket is resolved.

When A Lakehurst Charge Leaves Municipal Court

No indictable offense can be tried by Lakehurst’s municipal judge. When police file one, the complaint goes from Colonial Drive for review by the Ocean County Prosecutor’s Office, and a case that proceeds goes to Ocean County Superior Court in Toms River, where indictment and trial happen. If the prosecutor decides the facts fit a lesser charge, the case can be remanded to the Lakehurst calendar as a disorderly persons offense. For a first offense, ask about diversionary programs such as conditional dismissal or Pretrial Intervention, either of which may close the case without a conviction.

Nearby Courts

Lakehurst’s only neighbor is Manchester, which surrounds the borough on every side and hosts its court sessions. Plumsted cases are heard in the same Manchester courtroom on Tuesdays. Jackson and Toms River are other nearby Ocean County courts with calendars of their own. Where a summons was written decides which court handles it.
