When to arrive: Allow approximately 20–30 minutes before any required in-person appearance for parking, security and check-in. This is practical planning advice, not a court-mandated arrival time.

Manchester Criminal Defense Lawyer

Manchester cases often begin on Route 70, on one of the county routes like 530 or 571, or with a police call to a home in one of the township’s retirement villages. Here a disorderly persons conviction is punishable by as much as six months behind bars and a fine of up to $1,000, while a first DWI can mean an ignition interlock order or suspended driving privileges along with state surcharges. Through our Ocean County criminal defense practice we stand beside Manchester defendants at every stage, starting with the first Wednesday calendar.

Why Manchester Clients Call Us

  • Two kinds of Wednesday. Manchester holds virtual first-appearance calendars on Wednesday afternoons at 3:30 p.m. and in-person sessions on other Wednesday mornings at 9:30 and 10:30 a.m. We check which list your case is on and prepare you for that setting.
  • A docket that grew fast. Disorderly persons complaints filed in Manchester rose from 1,020 to 1,384 over the twelve months ending June 2026, an increase of about 36%, and indictable complaints rose from 294 to 427.
  • A steady DWI caseload. State figures count 93 DWI filings in Manchester, the seventh-highest total among Ocean County’s 33 municipal courts.
  • A shared building. Manchester, Lakehurst and Plumsted cases all run through the same office and courtroom, so it matters which town’s calendar your notice names.

One Courtroom, Three Towns

Manchester’s court is a single operation for three municipalities, with one administrative staff on Colonial Drive. Court Administrator Tracy Barcus runs the office with Senior Deputy Court Administrator Julie Burton and Deputy Court Administrator Lindsey Brooks. Each town keeps its own session days, prosecutor and public defender:

  • Manchester. Wednesdays, before Judge Daniel F. Sahin. Prosecutor Bonnie Peterson; public defender Tim Wintrode.
  • Lakehurst. First and third Wednesdays at 9:30 a.m., also before Judge Sahin. Prosecutor Gregory McGuckin; public defender Debra Rumpf.
  • Plumsted. First and third Tuesdays at 9:30 a.m., before Judge Arnaldo V. Maestrey. Prosecutor Ian Goldman; public defender Debra Rumpf.

For a Manchester defendant, the practical point is that the clerk’s window, phone line and mailing address are shared. When you call or write, give your summons number and say that it is a Manchester case so it reaches the right file.

Manchester’s Wednesday Schedule

Manchester sessions follow a weekly Wednesday rotation:

  • First and third Wednesdays, 3:30 p.m. Virtual first-appearance calendars.
  • Second and fourth Wednesdays, 9:30 and 10:30 a.m. In person in the Colonial Drive courtroom.

The township publishes each month’s schedule in advance. Rely on the date, hour and format printed on your own notice; questions go to 732-657-8121, extension 3400. Bad-weather cancellations and late openings of the Violations Bureau are announced on WOBM, 92.7 FM.

Source: New Jersey Judiciary, Municipal Court Statistics, July 2025–June 2026, PDF page 436. Figures above combine the report’s criminal columns (indictable, disorderly/petty disorderly and 309 other criminal complaints), DWI and moving violations, and leave out 135 parking tickets. Including parking, the court recorded 6,121 total filings. Figures are reported by court, not by arresting agency or the defendant’s town of residence. A clearance rate above 100% means more cases were resolved than newly filed during the period; it is not a conviction rate. These figures are a reporting-period snapshot, not live court data.

What Manchester’s Court Numbers Mean

The NJ Judiciary’s July 2025–June 2026 statistics show 6,121 filings, up about 11.5% from 5,492 a year earlier, which places Manchester eighth among the county’s 33 municipal courts. Moving violations account for 3,773 of those filings, roughly 62%. Criminal filings totaled 2,120, among them 427 indictable complaints that started here before any transfer. DWI filings slipped slightly, to 93 from 98. Added to Lakehurst’s 2,573 filings and Plumsted’s 1,169, the Colonial Drive courtroom handled 9,863 filings across its three calendars.

The court resolved 5,771 matters, a 94% clearance rate. Because that is below 100%, more cases came in than went out, and the open caseload grew over the year. The report lists 946 cases in backlog and 1,447 pending as of June 2026. Treat these totals as a picture of how hard the court is working; none of them predicts what happens to an individual defendant.

This identifies the municipality and court associated with the summons. For a case arising in Manchester, look carefully at the court information printed on your paperwork.

2

Summons or Complaint Number

3

Complainant or Issuing Officer

The summons may identify the police officer or other complainant who issued or signed the charge, along with the involved police agency.

4

Important: Your actual summons and any later notice from Manchester Municipal Court control your appearance date, time, location and whether the proceeding is scheduled in person or remotely. If a later court notice differs from the information originally printed on the summons, follow the current court notice or confirm the information directly with the court.

Virtual and In-Person Hearings in Manchester

Manchester uses Zoom for some calendars and the courtroom for others, and your notice says which applies. These rules apply to remote sessions:

  • Three ways to join. You can use a web browser on a PC or Mac, the Zoom app, or a phone call. The township issues new meeting details for each session.
  • Phone shortcuts. If you dial in, press *9 to raise your hand and *6 to unmute.
  • Use your real name. Sign in with your first and last name, from a closed, quiet room.
  • Test early. The court asks participants to log in 30 minutes ahead to make sure their audio and video work.
  • Running late. If you join after the session starts, watch the court’s opening-statement video before your case is called.
  • No recording. Recording a session is barred by court rules. Copies may be requested with the Judiciary’s request form instead.
  • Not yet scheduled? The township offers a Virtual Court Registration Form for people who have not been assigned a session.

What Cases Does Manchester Municipal Court Handle?

Under New Jersey law, Manchester’s judge hears motor vehicle offenses, DWI, petty disorderly and disorderly persons charges, and township ordinance complaints. A representative sample:

Criminal and Disorderly Persons Offenses

  • N.J.S.A. 2C:33-2 — disorderly conduct, such as fighting or making unreasonable noise in public
  • N.J.S.A. 2C:12-1(a) — simple assault, including disputes between neighbors or family members
  • N.J.S.A. 2C:35-10 and 2C:36-2 — possession of drugs or paraphernalia at the disorderly persons level
  • N.J.S.A. 2C:33-4 — harassment by repeated calls, messages or offensive touching
  • N.J.S.A. 2C:17-3 — damaging a car, mailbox or other property (criminal mischief) where the loss is modest
  • N.J.S.A. 2C:20-3 — theft charged at the disorderly persons level

DWI and Traffic Offenses

  • N.J.S.A. 39:4-50 — operating a vehicle under the influence (Manchester DWI)
  • N.J.S.A. 39:4-50.4a — declining to give breath samples (refusal)
  • N.J.S.A. 39:4-98 — exceeding posted speed limits
  • N.J.S.A. 39:4-97 — careless driving, often written after a crash
  • N.J.S.A. 39:3-10 — operating without a valid license
  • N.J.S.A. 39:6B-2 — no liability insurance on the vehicle (uninsured driving)

No limited-access highway runs through Manchester, so most local tickets come from Route 70, which crosses the middle of the township, from Route 37 on the east side, and from County Routes 530, 539, 547 and 571.

Paying or Contesting a Manchester Ticket

A summons that does not require a court appearance can be closed by paying the amount set in the Violations Bureau schedule. Before you do, know that payment is a guilty plea.

  • Online. Use NJMCdirect or the township’s online payment portal.
  • At the window. The Violations Bureau in the Manchester Municipal Building takes cash, checks, money orders, Visa and MasterCard.
  • By mail. Sign the appearance, plea and waiver section on the back of the summons and send it with the payment to Municipal Court, 1 Colonial Drive, Manchester, NJ 08759-3898. A plea form can also be downloaded from the township website.

Once you pay, the conviction is final, and any motor vehicle points, insurance surcharges and premium increases follow. Where points or a suspension are possible, a short consultation before you pay can save money later. Anyone who cannot afford a lawyer for a charge with serious consequences can apply for the municipal public defender, and the court decides eligibility based on income and assets.

Preparing for Your Manchester Court Date

  • Match the notice to the calendar. Your paperwork should say Manchester, the date, the time, and whether the session is on Zoom or in the courtroom.
  • Call with questions. The court’s number is 732-657-8121, extension 3400. The township asks callers to leave a message if no one picks up.
  • Use the court email for documents. The court’s email address is manchester.mc@njcourts.gov. For anything time-sensitive, calling is the fastest way to reach the office.
  • Gather your documents. Keep the summons, driver’s license, vehicle registration and proof of insurance within reach, along with photos, receipts or other proof that backs up your account.

When a Manchester Charge Leaves Municipal Court

Crimes, which New Jersey law calls indictable offenses, are beyond the power of Manchester’s judge to decide. A complaint of that kind may be filed on Colonial Drive first, yet it travels on to the county prosecutor, and a case that goes forward lands in Ocean County Superior Court, located in Toms River. Prosecutors there can also choose to downgrade a crime, which returns it to Manchester for resolution as a lesser offense. People with no prior record may be eligible for diversionary programs, including Pretrial Intervention in Superior Court or a conditional dismissal in municipal court, either of which can lead to a dismissal.

Nearby Courts

Manchester shares borders with Berkeley Township, Jackson, Lacey Township, Plumsted and Toms River, and it completely surrounds the borough of Lakehurst. To the west it meets Pemberton and Woodland in Burlington County, which are outside Ocean County’s court system. Remember that a ticket belongs to the town where it was written, even when that town’s cases are heard in Manchester’s courtroom.
