Plumsted Municipal Court – What To Know
Reviewed by William A. Proetta, Esq. · Updated
Plumsted Township’s municipal court cases are called every first and third Tuesday, starting at 9:30 a.m., inside Manchester’s municipal building at 1 Colonial Drive, Manchester, NJ 08759, outside Plumsted’s borders. Judge Arnaldo V. Maestrey presides over the Plumsted calendar, which takes in motor vehicle summonses, drunk-driving arrests, disorderly persons complaints and local ordinance violations from Plumsted, including New Egypt, Oakford Lake and the Colliers Mills Wildlife Management Area. The township’s name is spelled Plumsted, though it is often searched as “Plumstead.” For a Plumsted case, contact us; we pick up seven days a week, night or day, and Spanish-speaking callers are always welcome.

Parking & Arrival
Plumsted cases are heard in the Manchester Municipal Building at 1 Colonial Drive, Manchester, not in Plumsted Township.
When to arrive: Allow approximately 20–30 minutes before any required in-person appearance for parking, security and check-in. This is practical planning advice, not a court-mandated arrival time.
Plumsted shares its courtroom and court office with Manchester and Lakehurst but has its own judge, prosecutor and Tuesday calendar. Weather cancellations are announced on WOBM 92.7 FM.

Plumsted Criminal Defense Lawyer
Most Plumsted charges start on a county road such as Route 528, 537 or 539, or with a complaint signed after a local dispute. Even in a rural township, the stakes match those anywhere else in the state: one disorderly persons conviction may bring as much as six months in jail and a $1,000 fine, and a drunk-driving conviction affects your license, your insurance and your wallet for years. Our Ocean County criminal defense team represents defendants on the Plumsted Tuesday calendar in Manchester.
Why Plumsted Clients Call Us
- Court is outside the township. Plumsted residents travel to Manchester for in-person dates, and some Tuesday calendars are entirely on Zoom.
- Its own judge and prosecutor. Plumsted shares a building with Manchester and Lakehurst, but its cases go before Judge Maestrey and are prosecuted by Ian Goldman.
- Mostly traffic. About 82% of Plumsted’s filings over the year ending June 2026 were moving violations, so points and license consequences come up often.
- A shrinking, quick-moving docket. Filings fell by nearly 30%, and the court closed more cases than it opened, leaving a backlog of only 44.
How the Shared Courtroom Works for Plumsted
Plumsted does not run a courtroom of its own. Plumsted is one of three towns, along with Manchester and Lakehurst, served by the court on Colonial Drive. The arrangement shares staff and space, not cases:
- Calendar: Plumsted is the only one of the three on Tuesdays, meeting on the month’s first and third Tuesday mornings at 9:30. Manchester and Lakehurst sit on Wednesdays.
- Judge: Judge Arnaldo V. Maestrey, while Judge Daniel F. Sahin hears the other two towns.
- Prosecutor: Ian Goldman represents the State in Plumsted cases.
- Public defender: Debra Rumpf is appointed for eligible Plumsted defendants.
- Office staff: Court Administrator Tracy Barcus and her deputies, Julie Burton and Lindsey Brooks, handle Plumsted files together with the others.
What your own notice says about the date, time and Zoom or courtroom format is what counts.
How Plumsted’s Tuesday Sessions Are Posted
Plumsted’s dates are published with the rest of the shared Manchester schedule. Within a month, one Plumsted Tuesday at 9:30 a.m. is often set with all parties appearing on Zoom while the other is held in person on Colonial Drive. That pattern changes month to month, which is why the format printed on your notice matters more than any general rule.

Breakdown by case type
Court performance (criminal and traffic)
Source: New Jersey Judiciary, Municipal Court Statistics, July 2025–June 2026, PDF page 441. Figures above combine the report’s criminal columns (indictable, disorderly/petty disorderly and 12 other criminal complaints), DWI and moving violations, and leave out 21 parking tickets. Including parking, the court recorded 1,169 total filings. Figures are reported by court, not by arresting agency or the defendant’s town of residence. A clearance rate above 100% means more cases were resolved than newly filed during the period; it is not a conviction rate. These figures are a reporting-period snapshot, not live court data.
What Plumsted’s Court Numbers Mean
Among Ocean County courts, Plumsted’s is one of the quieter ones. For July 2025 through June 2026, NJ Judiciary data shows 1,169 filings, down about 29.6% from 1,661 the year before. Moving violations made up 954 of them, or roughly 82%. Criminal filings numbered 183, with 39 indictable complaints among them, and DWI filings dropped to 11 from 17. With totals this low, a handful of cases can move the percentages a lot, so year-to-year shifts should be read loosely.
The court resolved 1,228 matters, more than it received, for a 105% clearance rate. A rate above 100% means the court worked down older cases as well as keeping up with new ones. By June 2026 only 44 cases were in backlog and 165 were pending. None of this tells you how a particular Plumsted case will end; it describes the court’s overall pace.

Zoom and Courtroom Appearances for Plumsted Cases
Plumsted hearings take place either on Zoom or in the courtroom at 1 Colonial Drive, depending on the session. On a Zoom date, the court’s link and call-in number are posted for that specific meeting, and the shared court’s rules apply:
- Enter the meeting under your real first and last name so the court can find you on the list.
- Find somewhere quiet with a door you can close, and connect thirty minutes before 9:30 to sort out any technical trouble.
- You may join through a browser, the Zoom app or an ordinary phone line; by phone, *9 raises your hand and *6 takes you off mute.
- Latecomers must watch the recorded opening statement before their case is heard.
- Making your own recording of the proceeding is not allowed.
Anyone holding a Plumsted ticket without an assigned session can sign up through the shared court’s Virtual Court Registration Form. For an in-person Tuesday, plan for the drive from New Egypt to Manchester and arrive before the 9:30 start.
What Cases Does Plumsted Municipal Court Handle?
The Plumsted calendar covers the township’s traffic and motor vehicle summonses, drunk-driving cases, disorderly persons and petty disorderly persons complaints, and local ordinance matters. A sampling:

- N.J.S.A. 2C:35-10(b) — being under the influence of a controlled dangerous substance (drug charges)
- N.J.S.A. 2C:33-4 — a harassment complaint between neighbors, relatives or former partners
- N.J.S.A. 2C:12-1(a) — simple assault arising from a fight or shove

- N.J.S.A. 2C:29-1 — obstructing the administration of law

- N.J.S.A. 39:3-40 — driving while on the suspended list
- N.J.S.A. 39:6B-2 — operating without insurance
There is no limited-access highway in Plumsted, so tickets are written on its county roads, chiefly Routes 528, 537 and 539, across the township’s roughly 74 miles of roadway.
Paying or Contesting a Plumsted Ticket
Plumsted payments go through the shared Manchester court office. A ticket with no required appearance can be settled for the Violations Bureau schedule amount in any of three ways:
- Online at NJMCdirect or through the township’s online payment portal.
- In person at the window in the Manchester Municipal Building, where cash, checks, money orders, Visa and MasterCard are accepted.
- By mail, enclosing the summons with its waiver section signed and addressing it to the court at 1 Colonial Drive, Manchester, NJ 08759-3898. A downloadable plea form is also available.
Whatever method you use, sending the money is an admission of guilt that stays on your driving or criminal history. For a ticket worth several points, or any charge that could cost you your license, speak to a lawyer before paying. A Plumsted defendant who cannot pay for a lawyer can ask the court to appoint the public defender, subject to a review of what you earn and own.
Preparing for Your Plumsted Court Date
- Check for “Plumsted” and “Tuesday.” If your notice names another town or a Wednesday, call the office to confirm you have the right case.
- Use the right contact details. Reach the office at 732-657-8121, extension 3400. Email for the shared court goes to manchester.mc@njcourts.gov, though a phone call gets the quickest answer.
- Know which format you have. Plumsted’s two Tuesdays in a month can differ, with one held entirely on Zoom and the other in the courtroom.
- Collect paperwork. Proof of insurance, a valid registration or a corrected equipment problem can make a difference on many traffic tickets.
- Watch the forecast. Weather cancellations for the shared court are announced on WOBM, 92.7 FM.
When a Plumsted Charge Leaves Municipal Court
Judge Maestrey’s Tuesday calendar cannot resolve an indictable charge. A Plumsted complaint for a crime is passed along for the county prosecutor to evaluate, and serious matters are presented to a grand jury and tried in Ocean County Superior Court in Toms River. A remand after a downgrade brings the case back to the Plumsted calendar in Manchester. A defendant without a record should also ask about diversion, including Pretrial Intervention and conditional dismissal, both of which can end in dismissal after a period of compliance.
Nearby Courts
Within Ocean County, Plumsted borders Jackson and Manchester, whose courtroom also handles Lakehurst cases. Plumsted’s other neighbors are outside the county: New Hanover, North Hanover and Pemberton in Burlington County, and Upper Freehold in Monmouth County. A ticket written just over one of those lines goes to that town’s court, not to Plumsted’s calendar.
